41044 Machine controller competencies in Scotland

A reporter is concerned about staff in Scotland covering Machine Controller duties when competencies for those duties aren't held. Despite not holding a valid competency for Machine Controller, there have been instances when unqualified staff have been driving Land Rovers on bogey wheels.

The reporter believes this to be a breach of basic health and safety, as without the relevant valid competency, machines should not be operated.

The reporter is concerned that time pressure and a smaller workforce are putting pressure on staff to complete work by cutting corners. They would like to see those in charge of sites following health and safety rules and being role models to inexperienced staff. Could a reminder be provided to all staff to ensure relevant competencies are held at sites?

Response from Network Rail

Network Rail would like to thank the reporter for bringing their concerns to our attention.

Network Rail would also support the reporter's conclusion that the report highlights a breach of well established rules regarding the required competencies when using items of On Track Plant (OTP).

Following this report Network Rail undertakes to complete the following actions:

  • An Infrastructure Group Safety Bulletin will be issued reminding all staff of their responsibilites regarding the required competencies when using items of OTP.
  • A rolling programme of site compliance visits will be conducted to different worksites both within the area involved and across the infrastructure with the aim of raising awareness and reinforcing rules at a local level.

In closing, Network Rail would again thank the reporter for raising this concern and would welcome any further feedback.
