50605 ‘Out of hours’ emergency access to Millburn yard

Concerns have been raised about emergency access to Millburn yard in Inverness. A security gate was installed a few months ago and as a result access can only be gained with a key fob or by using the 'call' button in order to contact the Network Rail (NR) office within the yard.

The reporter is concerned that the NR office is only staffed between 07:00 - 19:00, whereas DB Schenker operate from the yard 24 hours a day transporting dangerous goods. In the event of an 'out of hours' emergency such as a fire or accident, it would be difficult for those without a key fob to gain access. As far as the reporter is aware the 'call' button does not divert to a 24 hour signal box or control centre.

Could Network Rail:

  • Confirm the arrangements in place for emergency 'out of hours' access?
  • Comment on the possibility of diverting the 'call' button when the NR office is not staffed?

Now that this risk has been identified Network Rail will erect a sign that will state the following"IN CASE OF EMERGENCY CONTACT INVERNESS SIGNALLING CENTRE TO ACCESS YARD". The phone number for Inverness signalling centre will also be provided where an access key fob will be left.

Could Network Rail comment on the possibility of diverting the 'call' button when the NR office is not staffed?

Network Rail is endeavouring to find a technical solution that will divert the call automatically to the nearby Inverness signalling centre which is staffed 24 hours a day 7 days a week.
