50829 Procedure to follow when wash plant lights are not working

September 2012 in Train Operations

tagged Equipment Method of working Scotland

A reporter is seeking clarification on the correct procedure to follow when the lights on the display panels at the entrance to the wash plant at Yoker depot are not working.
The wash plant has four display panels at each entrance, these show either 'wash', 'no wash', 'wait' or 'proceed'.  The reporter is concerned that the lights within the display panels work on an intermittent basis.  When the lights are not working, the reporter feels that Drivers are responding in different ways, as there does not appear to be a consistent way of working.  Drivers are either stopping at the panel and making contact with the Yard Coordinator to gain permission to continue, or they are not stopping because they are under the assumption that it is ok to proceed because they have been correctly signalled into the wash road.

Could First ScotRail:

  • Clarify the correct procedure to be followed when the lights on the display panels at the entrance to the wash plant are not working?
  • Brief all Drivers on the correct procedure that should be followed in this situation or display details on the notice board at Yoker depot?
  • Clarify whether the wash plant should be in use or not, if the lights on the display panels are not working?

 Response from First ScotRail

A notice to Train Crew has been issued, advising that no movement should take place through the wash plant, without first making contact with the Yard Coordinator and obtaining authority to proceed, if the panel indications are not illuminated.

In addition a functionality review of the information panel on the carriage wash plant at Yoker depot has been arranged and an intermittent fault has been identified and resolved. All defects with plant and equipment should be reported to the location Manager and these issues should then be reported through the facilities helpline.

By reporting issues in this manner faults are recorded and can be monitored until completion. This is an established system for reporting and managing faults with plant, equipment and building infrastructure within First ScotRail.
